Ex-offender

There are some basic benefit programs you may want to consider based on your household circumstance:

  1. For food assistance check out SNAP or Local Food Pantries
  2. Energy assistance can be provided through LIHEAP
  3. Cash/Vendor payments may be made through General Assistance (if you have no children under 18)
  4. Cash help if you have related children under 18 in the home TANF

Employment

Employment opportunities can be limited if you are an ex-offender, or even someone who has been investigated for any type of crime, whether or not you have been incarcerated, had a favorable disposition, or been falsely convicted.

There are a number of resources available if you are having a hard time becoming employed due to a criminal background check.  The Illinois Department of Employment Security provides some valuable information regarding accessing employment and training resources.

Criminal Records (Expungment/Sealing)

Some criminal histories are able to be expunged or sealed which can significantly improve your odds of becoming employed. The process that was designed is meant to be done without needing to hire an attorney, but it may be helpful to have one since extensive information needs to be gathered. There are 2 processes, one for adult offenders and one for juvenile records.

Impact of Criminal History on Public Benefits

Having a criminal record does not automatically prevent a person from receiving public benefits. It is the conviction for specific types of crimes that restrict eligibility. Individuals may still be eligible for Medicaid / Family Health Plan coverage even though restrictions impact the ability to receive cash and food stamp benefits. See attachment for more details on individual benefit programs.
